Removes requirement for Governor to appoint Board of Regents president; instead the Board of Regents for Higher Education shall appoint its own president who serves at the board's pleasure.

President of Board of Regents gains "authority to implement" (rather than "responsibility for implementing") board policies, directives, and rules, and serves as chief executive officer.

Board of Regents establishes terms, conditions, and compensation for the president and staff members.

Upon president's recommendation, Board of Regents appoints vice-presidents for each constituent unit (Connecticut State University System, regional community-technical colleges, and Charter Oak State College) with oversight duties for academic programs and student support services.

Removes the president of the Board of Regents for Higher Education from the definition of "department head" under the state's appointment and confirmation procedures (sections 4-5 through 4-8).
