Establishes Office of Brownfield Remediation and Development within Department of Economic and Community Development to promote remediation and development of brownfields through streamlined procedures, funding identification, and public outreach.

Creates brownfield remediation and development account funded by bond proceeds, loan repayments, and recovered costs to provide grants up to $4 million and low-interest loans for eligible brownfield assessment and remediation projects.

Provides liability relief to municipalities, economic development agencies, and property owners who acquire and remediate brownfields, exempting them from environmental liability for pre-existing conditions if they did not cause contamination and comply with remediation standards.

Establishes abandoned brownfield cleanup program and brownfield remediation and revitalization program offering different liability protections and remediation oversight pathways for eligible participants meeting specific criteria.

Requires notification to Commissioner of Energy and Environmental Protection when contamination is discovered affecting drinking water wells, exceeds soil contamination thresholds, or migrates to surface waters, with owners required to submit mitigation or remediation plans within specified timeframes.
