Streamlines permit application notice requirements by eliminating the requirement for applicants to certify on a commissioner-supplied form and allowing electronic notification to municipal officials instead of certified mail in certain circumstances.

Removes the requirement for the Commissioner to map tidal wetland boundaries through a formal process with public hearings and certified notice, while maintaining regulation of unmapped wetlands.

Modifies inland wetlands permit procedures to allow electronic notice to municipalities and extends the deadline for commissioner to adopt regulations on discharge exemptions from June 30, 2011 to February 1, 2015.

Eliminates the sewage system additives registration requirement and repeals several sections related to environmental programs including greenhouse gas reduction requirements, beverage container deposit systems, and residential heating oil tank remediation standards.

Allows the Commissioner to waive fees for beneficially-used sand and gravel extracted from coastal waters if decontaminated or processed to meet environmental standards, and allows future fee adjustments through regulation rather than statute.
