Establishes a new hunting and fishing guide registration system administered by the Commissioner of Energy and Environmental Protection, with fees of $50 for in-state guides and $100 for out-of-state guides.

Changes fishing license requirements to apply to persons "sixteen or older" instead of "more than sixteen years of age" and clarifies that persons under sixteen cannot hunt or trap except as provided in section 26-38.

Adjusts multiple hunting and fishing license fees, including reducing the resident combination all-waters fishing and firearms hunting license from $38 to $40, the firearms super sport license from $80 to $70, and the firearms super sport license with migratory bird provisions from $60 to $50.

Provides a 50% discount on hunting, archery hunting, trapping, and sport fishing licenses for Connecticut residents aged 16-17 during 2014, and extends the same discount to residents under 21 for permits, tags, and stamps during the same period.

Adds gender-neutral language by replacing "him" with "or her" and "he" with "or she" in relevant statutory provisions.
