By October 1, 2013, each state college, regional community-technical college, and independent institution of higher education must submit an up-to-date security protocol plan to the Department of Emergency Services and Public Protection, with biennial reviews and updates required by July 1, 2015 and thereafter.

By January 1, 2014, each institution must establish a trained threat assessment team for each campus consisting of police, administrators, faculty, and staff to identify at-risk students and potential threats to campus safety.

Armed security personnel and special police force members at public institutions of higher education must be certified under state provisions governing police officer certification (sections 7-294a to 7-294e).

The Department of Emergency Services and Public Protection shall conduct safety and security audits of all state university and state college campuses by December 1, 2014, with recommendations and findings reported to the legislature by January 1, 2015.

$200,000 is appropriated to the Department of Emergency Services and Public Protection for fiscal year 2013-2014 to conduct or contract for the campus safety and security audits.
