Requires any person who possesses or owns a firearm to maintain excess personal liability insurance covering bodily injury or property damage caused by firearm use, effective October 1, 2013.

Requires firearm possessors or owners to maintain self defense insurance providing coverage for civil and criminal defense costs, including reimbursement of criminal defense costs if the firearm is used in self defense.

Violation of the insurance requirement is classified as a class A misdemeanor.

Exempts persons who temporarily possess firearms while on the premises of a rifle or gun club.

Directs the Insurance Commissioner to adopt regulations establishing minimum coverage amounts, form and filing requirements, and permissible policy exclusions.
