Restructures the State Elections Enforcement Commission to consist of five members with staggered term limits, effective July 1, 2012, replacing previous appointment procedures.

Changes member term lengths from three years to five years beginning April 1st (instead of July 1st) for appointments made on or after July 1, 2012.

Establishes initial transition terms of four years and nine months for the first member appointed by each officeholder on or after July 1, 2012.

Prohibits commission members from having served as a public official or political party officer within the previous three years, with an exception added for prior service on the commission itself.

Requires all commission appointments to be made with consent of the state Senate and House of Representatives, and maintains compensation at $200 per day for regular meetings or hearings.
