Secretary of the State and Commissioner of Mental Health and Addiction Services must jointly develop a plan by January 1, 2014, to modernize voting procedures for patients in state-operated mental health facilities while protecting voting privacy rights.

Municipal clerks must maintain a log of all absentee ballot applications distributed, recording the name, address, and number of applications given to each person.

Absentee ballot applications are assigned a unique number to the person receiving them rather than being consecutively numbered, effective October 1, 2013.

Municipal clerks are prohibited from distributing campaign materials promoting or opposing any candidate or referendum question with absentee ballot applications.

Any duty or responsibility assigned to a moderator under voting laws may be carried out by the moderator or the moderator's designee, effective upon passage.
