Designates the ballroom polka as the state polka and "Beautiful Connecticut Waltz" composed by Joseph Leggo as the second state song.

Establishes Irish-American Month (March), Italian-American Month (October), Native American Month (November), and French Canadian-American Day (June 24) as annual observances with official proclamations and State Capitol exercises.

Authorizes the Commissioner of Economic and Community Development to designate additional days, weeks, or months for celebration of ethnic, cultural, or heritage groups upon application.

Amends state civil service statutes to replace "practicable" with "possible" and modernizes gendered pronouns ("he" to "such appointee" or "or her") in employment procedures and dismissal provisions.

Commemorates the fourteenth anniversary of the Connecticut-Taiwan sister state relationship and changes Powered Flight Day commemoration from the Wright brothers to Gustave Whitehead.
