Authorizes conveyances of state-owned land parcels to multiple towns (Wethersfield, Tolland, Barkhamsted, New Hartford, Newington, Southbury, Canton, East Lyme, Madison, Bridgeport, Stratford, and East Haven) at administrative cost or fair market value, with restrictions on use and reversion provisions if land is not used for specified purposes.

Permits the City of New Britain to exchange approximately 68 acres of land and a 23-acre conservation easement with the state for 15.5 acres of state-owned land in Newington near the Iwo Jima Memorial Expressway.

Validates prior town actions: Litchfield Housing Trust's receipt of 12.66 acres in 2008 and Monroe's school equipment lease-purchase referendum in April 2013, both conducted without required procedural formalities.

Amends the charter of Fenwick (Old Saybrook) to remove language referencing land belonging to the United States in its boundary description.

Removes the $100,000 cap on real estate holdings for the City Point Yacht Club and changes Wheeler Library's board membership from lifetime appointments to terms established by the board of directors, effective July 1, 2013.
