Repeals and replaces Section 14-314 of the general statutes, effective October 1, 2013.

Maintains existing penalty of up to $5,000 fine or 30 days imprisonment for failure to comply with orders under the chapter.

Establishes that violations of traffic control signals, signs, markings, or regulations constitute infractions unless otherwise penalized by law.

Creates an exception for truck operators: violations of through-truck traffic prohibitions are only infractions if the operator has a valid permit or can demonstrate an origin or destination within the affected municipality.

Clarifies that speeding violations remain subject to separate infraction provisions rather than this section's penalties.
