Commissioner of Mental Health and Addiction Services must establish an intake, referral and intervention system by January 1, 2014, accessible to eligible individuals whose mental health needs have not been adequately addressed and who have not remained actively engaged in treatment

Department staff shall be assigned to attend probate court proceedings in Hartford, New Haven, Middletown, and other probate districts to meet with eligible persons and link them to housing services, peer support services, and other appropriate services

A peer support program shall be developed to provide ongoing intervention and establish supportive relationships with persons who have not consistently engaged in mental health treatment, both after discharge from facilities and in the community

Housing alternatives shall be expanded using the Housing First model for persons with a history of refusing mental health services, combined with assertive community treatment teams

Respite services access shall be expanded as an alternative to emergency room and hospital-based services, and advance directive awareness and referral services shall be promoted in collaboration with service providers and advocates
