Establishes a task force to study the roles of guardians ad litem and attorneys for minor children in custody and parenting responsibility cases

Examines noncompliance with section 46b-56(c)(6) of the general statutes and court enforcement mechanisms

Investigates whether the state should adopt a presumption that shared custody is in the best interest of the child

Task force shall include 10 members appointed by legislative leaders, including attorneys, mental health professionals, court staff, and judiciary committee members

Task force must submit findings and recommendations to the judiciary committee by February 1, 2014, and terminates upon submission or that date, whichever is later
