Replaces gender-specific language in property and marital rights statutes with gender-neutral terms, allowing "each spouse" equal rights to property, contracts, and legal proceedings regardless of sex.

Expands property division factors in divorce/annulment proceedings to include earning capacity and education, and requires courts to consider all evidence presented rather than just witness testimony.

Requires courts to articulate in writing the specific basis for alimony orders that terminate only upon death or remarriage of the recipient.

Adds language clarifying that courts may enforce alimony modification agreements between parties and specifying that substantial changes in circumstances must be considered when modifying alimony.

Directs the Connecticut Law Revision Commission to study alimony statutes and present recommendations for statutory revisions to the judiciary committee by February 1, 2014.
