Establishes a task force to examine methods for reducing extradition costs and the feasibility of vacating bail bond forfeitures when bondsmen pay extradition expenses; task force must report findings by January 15, 2014.

Allows sureties to apply to court within six months after bond forfeiture for release from the bond for good cause shown.

Requires courts to issue rearrest warrants, notify sureties of defendant failure to appear, and impose a six-month stay of execution on forfeitures (extendable for good cause).

Permits automatic termination and surety release when defendant returns to custody within six months or voluntarily returns within five business days (if failure to appear was not willful).

Mandates courts vacate forfeiture orders and release bondsmen, agents, and insurers if the defendant is detained in another jurisdiction or by federal immigration authorities and prosecution declines extradition.
