Amends Connecticut General Statutes Section 52-148e(f) to require parties requesting subpoenas for depositions of Connecticut witnesses in out-of-state or foreign proceedings to reimburse witnesses for all reasonable costs incurred.

Reimbursable costs include expenses for appearing at depositions, producing books, papers, documents or tangible things, electronic discovery costs, and attorney's fees.

Applies only to witnesses who are not parties to the civil action or probate proceeding in which the evidence will be used.

Grants Connecticut Superior Court jurisdiction to quash, modify, or enforce compliance with subpoenas issued under this provision.

Takes effect October 1, 2013.
