Creates a new Class A misdemeanor offense for parents, guardians, emancipated minors, or pupils age 18+ who knowingly make false written statements about residency to fraudulently obtain school accommodations from a school district, effective July 1, 2013.

Exempts homeless persons as defined in state statute section 8-355 from prosecution under this provision.

Amends the definition of "service" in section 53a-118 of the general statutes to explicitly exclude school accommodations provided by a school district from criminal theft statutes, effective July 1, 2013.
