Commissioner of Economic and Community Development shall prepare a plan by December 1, 2014, to identify and develop emerging business sectors with job growth potential, including analysis of economic opportunities, barriers to growth, workforce development strategies, and program recommendations with cost estimates.

Plan must be updated annually by December 1, 2015, and thereafter, with updates submitted to the Governor and relevant joint standing committees of the General Assembly.

Commissioner may establish preference for identified emerging business sectors when awarding financial assistance from the Department of Economic and Community Development.

Commissioner's annual report on economic and community development (section 32-1m) must include a summary of actions taken in the preceding year to assist emerging sectors.

Strategic plan requirements (section 32-1o) expanded to include a summary of the emerging sectors plan, list of identified business sectors, and state recommendations for supporting those sectors.
