Establishes early voting beginning eight calendar days before election day at town halls or municipal office buildings, effective January 1, 2014.

Requires early voting hours to include regular municipal building hours plus at least one evening until 8 p.m. and at least one weekend day from 9 a.m. to 5 p.m.

Early voting ballots are placed in secured receptacles and counted with absentee ballots after polls close on election day, following absentee ballot procedures.

Requires the Secretary of State and municipal registrars to ensure no elector waits longer than 15 minutes in line to vote at any election or primary.

Amends election notice requirements to inform voters of early voting locations and hours in addition to regular polling place information.
