SB 00005 Summary

• Increases individual contribution limits to state central committees from $5,000 to $10,000 annually, to town committees and legislative committees from $1,000 to $2,000, and to other political committees from $750 to $1,000

• Replaces the term "campaign treasurer" with "treasurer" throughout campaign finance statutes and expands definitions to include new concepts like "covered transfers," "campaign-related disbursements," and "party building activities"

• Requires entities making independent expenditures to disclose their top five donors (giving $1,000 or more) and provide a website listing all donors subject to disclosure, replacing the prior 12-month top five contributors requirement

• Extends the time for treasurers to deposit contributions from 14 days to 20 days and accelerates independent expenditure reporting deadlines for state-level races from 48/24 hours to 24/12 hours depending on timing relative to election

• Adds new disclosure requirements for entities making campaign-related disbursements, including posting on their website within 48 hours and filing reports with the State Elections Enforcement Commission; allows 501(c) and 527 tax-exempt organizations to make independent expenditures
