Commissioner of Economic and Community Development shall conduct a study of emergency backup power provision at public and private elderly housing facilities in the state, effective July 1, 2013.

Study must include an inventory of elderly housing units by municipality with information on unit count, location, funding sources (public or private), and housing type.

Study must assess current emergency backup power plans, provide recommendations for power provision, and estimate costs for implementation at each facility.

Commissioner must report findings and funding recommendations to joint standing committees on aging, housing, and public safety by January 1, 2014.
