Repeals and replaces Section 4d-12 to restructure the information and telecommunication systems executive steering committee, reducing membership from nine to five required members (Commissioner of Administrative Services, Secretary of State, and Secretary of Office of Policy and Management, plus up to four additional executive branch agency commissioners).

Removes the Comptroller, Treasurer, and higher education board of trustees chairpersons from the executive steering committee while maintaining the committee's authority to review and approve the annual information technology strategic plan, agency expenditure estimates, and major telecommunication initiatives.

Requires the committee to submit variance reports to the General Assembly in accordance with section 11-4a, including cost-benefit analysis documentation.

Expands Section 4d-14 reporting requirements to include identification of e-government solutions efforts by the Division of Information Technology and executive branch agencies, as well as feedback from clients and plans to address concerns through online solutions.

Mandates that all state agencies submit requested plans, documents, and information to the Commissioner of Administrative Services for development of the annual report on information and telecommunication systems expenditures and efficiency opportunities.
