Repeals and replaces Section 18-100i of the general statutes effective from passage to govern inmate release to nursing homes for end-of-life care.

Allows the Commissioner of Correction to release inmates to licensed community-based nursing homes for palliative and end-of-life care if the medical director determines the inmate has a terminal condition and either requires continuous end-of-life care or poses no physical danger to society.

Excludes inmates convicted of sexual assault (Sections 53a-70 to 53a-71, 53a-72a, 53a-72b, 53a-73a), capital felony, or murder with special circumstances from eligibility for release under this provision.

Requires the medical director to conduct periodic medical reviews during release and mandates the inmate's return to custody if they no longer meet release criteria.

Clarifies that released inmates remain under Department of Correction community supervision and that zoning commissions retain their powers under Chapter 124 regarding nursing home facilities.
