Repeals section 18-98e of the general statutes, eliminating the risk reduction credit program that previously allowed incarcerated persons to earn credits toward sentence reduction.

Forfeits all risk reduction credits previously earned by persons prior to the effective date, except for those whose release or parole already occurred based on such credits.

Removes references to risk reduction credits from statutes governing early release eligibility (sections 18-100c, 18-100d, and 54-125a), so parole eligibility is calculated without accounting for such credits.

Maintains existing parole eligibility thresholds based on percentage of sentence served (ranging from 50% to 85% depending on offense type) but eliminates risk reduction credits as a way to reduce those percentages.

All provisions take effect upon passage of the act.
