Establishes a task force to develop a performance funding formula for state public higher education institutions.

Requires at least 7% of all state funding for public higher education to be allocated as performance-based rewards.

Rewards constituent units that achieve or make progress on metrics including total degree attainment, time to degree completion, minority and low-income student degree attainment, student retention rates, and progression from developmental to college-level courses.

Includes degrees in STEM and other high-priority fields, and administrative efficiency as additional performance enhancement criteria.
