Public institutions of higher education receiving at least $5 million annually from media rights sales must use that revenue for academic scholarships for student athletes

Scholarships must be provided to student athletes whose athletic scholarships are not renewed after suffering an incapacitating injury or illness from participation in the institution's athletic program

Scholarships must be provided to student athletes who have exhausted NCAA athletic eligibility but remain in good academic standing and are pursuing a degree

Effective date is July 1, 2013

Stated purpose is to increase graduation rates of student athletes at public institutions of higher education
