Adopts the Uniform Electronic Legal Material Act, effective October 1, 2014, establishing standards for official electronic versions of Connecticut's Constitution, statutes, agency regulations, and court decisions

Requires official publishers (Secretary of State, Joint Committee on Legislative Management, and Commission on Official Legal Publications) to authenticate electronic legal materials and provide users with methods to verify documents are unaltered from the official version

Presumes authenticated electronic legal materials to be accurate copies, with parties challenging authenticity bearing the burden of proof by preponderance of evidence

Mandates official publishers preserve electronic legal materials with guaranteed integrity, backup and disaster recovery procedures, and ensure continuing usability and permanent public availability

Directs publishers to consider national standards, other jurisdictions' practices, user needs, and compatibility with other states' systems when implementing electronic legal material provisions
