Amends section 2-32b of the general statutes to require a two-thirds vote in each house of the General Assembly to pass any bill that creates or enlarges a state mandate to local governments.

Establishes a higher threshold for legislative approval of bills imposing new or expanded mandates on municipalities.

Intended to provide municipal mandate relief by making it more difficult to impose unfunded or partially funded requirements on local governments.
