Allows military members, their spouses, and dependents stationed overseas to apply for blank absentee ballots beginning 90 days before an election using federal postcard application forms or Secretary of State forms.

Permits military and overseas voters to return completed absentee ballots by facsimile or electronic mail if received before polls close, provided they do not also mail a hard copy.

Requires the Secretary of State to prescribe a cover sheet for electronic ballot transmission by October 1, 2013, including instructions and a statement that voters voluntarily waive their right to ballot secrecy to the extent necessary for election officials to process the ballot.

Effective January 1, 2014, applies to both regular elections and primaries, with ballots issued either by mail or electronic means as requested by the elector.

Clarifies that municipal clerks must provide a certification with electronically issued ballots that electors must complete, sign, and return with their completed ballot for it to be counted.
