Allows the Commissioner of Motor Vehicles to waive the motorcycle endorsement examination requirement for active military members stationed outside Connecticut who completed a novice motorcycle training course using Motorcycle Safety Foundation curriculum within two years of application.

Permits the Commissioner to waive vision test requirements for eligible armed forces members who present documentation of a vision test administered by the U.S. Department of Defense or a branch of the armed forces demonstrating they meet motorcycle endorsement vision standards, if the test was administered within two years of application.

Maintains the Commissioner's authority to issue motorcycle endorsements with limitations or refuse endorsements based on applicant safety and competency, regardless of military status.

Takes effect October 1, 2013 and amends section 14-40a(c) of the general statutes.
