Redefines "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding 24-month period ending December 31st, using U.S. Bureau of Labor Statistics data

Redefines "general budget expenditures" as expenditures from appropriated funds authorized by public or special act of the General Assembly, excluding debt service and section 4-30a expenditures

Establishes that amounts exceeding the spending cap shall not be counted as "general budget expenditures" for purposes of calculating the cap in future years

Requires a three-fifths majority vote in both houses of the General Assembly to amend section 2-33a of the general statutes

Aims to implement the constitutional limitation on expenditures and prevent excess spending from inflating future spending cap calculations
