Increases the cash purchase price threshold for used vehicle warranty protections from $3,000 to $5,000, effective January 1, 2014.

Raises the price threshold for extended warranty coverage from $5,000 to $6,500, requiring 60-day or 3,000-mile warranties for vehicles at or above this price point.

Modifies the age exemption for warranty requirements from seven years to eight years, calculated from January 1 of the vehicle's model year.

Allows "as is" sales only for vehicles priced below $5,000 or vehicles eight years of age or older.

Requires any warranty waivers to be in writing, conspicuous, plainly stated, identify the specific defect, and be signed by both dealer and customer before sale.
