Prohibits owners and operators of public establishments and amusement arcades from allowing individuals under 18 years of age to operate violent point-and-shoot video games on their premises, effective October 1, 2013.

Defines "violent point-and-shoot video game" as an electronic gaming device using a facsimile of a firearm as an essential component of gameplay.

Establishes violations of the minor restriction as an infraction.

Creates a Violent Video Game Task Force within the Department of Children and Families consisting of 12 members including state commissioners, legislators, and a representative from the Commission on Children.

Requires the task force to study effects of violent video games on youth behavior and submit findings and recommendations to the General Assembly by October 1, 2014.
