Grants the Secretary of the State legal standing to apply to Hartford superior court on behalf of municipalities for orders to postpone, relocate, or provide relief for elections, primaries, or referendums during gubernatorial or presidential emergency declarations, effective October 1, 2013.

Allows the Governor to proclaim a civil preparedness emergency and modify or suspend statutes and regulations as needed, with the joint legislative committee able to disapprove proclamations resulting from man-made disasters by majority vote within 72 hours.

Changes emergency orders publication requirement from printing in newspapers in each county to posting electronically on the Secretary of State's website and printing in the Connecticut Law Journal.

Modifies notice requirements for special legislative sessions by replacing mailed first-class mail delivery with direct delivery to members' addresses at the State Capitol or Legislative Office Building, maintaining the 10-15 day notification period.

Updates notification requirements for reconvened sessions under the Connecticut Constitution to use direct delivery at the Capitol or Legislative Office Building instead of mailing, reducing the notification period from five days.
