Enacts the National Popular Vote Interstate Compact, an agreement among states to award their presidential electors to the winner of the national popular vote rather than the state-level popular vote.

The agreement takes effect when states collectively possessing a majority of electoral votes have enacted it in substantially the same form.

Each member state shall conduct a statewide popular election for President and Vice President, with chief election officials calculating the national popular vote total across all member states.

Presidential electors in member states shall be appointed based on the national popular vote winner, except in case of a tie, when the winner of that state's popular vote determines the electors.

Member states may withdraw from the agreement except within six months of the end of a President's term, and the agreement terminates if the electoral college is abolished.
