Secretary of the State shall develop a Connecticut Democracy Index to evaluate primaries and regular elections for federal, state, and municipal offices held on or after January 1, 2014

Secretary shall establish a data collection system to measure election administration metrics presented on a town-by-town basis

Index shall focus on data demonstrating election administration practices that ensure voting rights, improve voter access to polls and services, and secure election accuracy and integrity

Secretary shall update the index after each regular election and make it publicly available online

Secretary shall submit annual reports by August 1, 2015 and thereafter to legislative committees and municipal officials with recommendations for improving data collection and election administration
