Increases the Claims Commissioner's authority to order immediate payment of claims from $7,500 to $20,000, and raises the threshold for General Assembly review recommendations from $7,500 to $20,000.

Establishes a State Americans with Disabilities Act Coordinator Advisory Committee chaired by the state ADA coordinator (rather than the Commissioner of Administrative Services) to advise on employment of individuals with disabilities and state ADA compliance obligations.

Expands the advisory committee membership to include representatives from nine state agencies and organizations, including the Department of Construction Services and Commission on Human Rights and Opportunities.

Allows the Commissioner of Administrative Services to extend existing contracts for janitorial, building maintenance, security, and food/beverage services for up to one year without competitive bidding, and permits contract extensions to maintain continuity of state systems.

Permits the Secretary of the Office of Policy and Management to authorize state agencies to enter into agreements with private entities to provide electronic government services, provided administrative fees are approved by the Finance Advisory Committee.
