Increases the allowable percentage of piling replacement for routine maintenance of out-of-water structures from 25% to 50% annually, effective October 1, 2013.

Changes the grandfathering date for structures exempt from permitting requirements from June 24, 1939 to January 1, 1995, and requires that such structures have not been subject to violations issued before October 1, 2013.

Authorizes property owners to install temporary fortification structures (sandbags, blocks) above the coastal jurisdiction line during hurricane warnings, with removal required within 48 hours after the warning is lifted.

Reduces the commissioner's response time for certificate of permission requests from 45 days to 30 days, and prohibits deemed approval for dredging and tidal wetland activities regardless of failure to respond.

Establishes a 15-year time limit on commissioner orders recorded on land records, after which orders automatically become invalid unless renewed, and adds a 3-year extension period for non-compliance notices.
