Establishes a task force to study the impact of seawalls in protecting life and property on Connecticut shorelines.

Task force consists of eight members: two appointed by House speaker, two by Senate president pro tempore, one each by House majority leader, Senate majority leader, House minority leader, and Senate minority leader.

All appointments must be made within 30 days of the bill's effective date, with the first task force meeting scheduled within 60 days.

Administrative staff support provided by the joint standing committee with cognizance of planning and development matters.

Task force must submit findings and recommendations to the planning and development and environment committees by January 1, 2014, at which time it terminates.
