Adds adrenoleukodystrophy screening to Connecticut's newborn screening program, effective upon development of validated testing methodology and FDA approval or availability of necessary reagents.

Requires institutions caring for newborns to administer the adrenoleukodystrophy test using dried blood spots once technical and regulatory requirements are met.

Maintains existing exemption allowing parents to object to screening tests based on religious beliefs and practices.

Establishes that the Commissioner of Public Health will administer the program and direct identified cases to appropriate specialty centers consistent with confidentiality requirements.
