Expands firearm sales regulations to require background checks for all private firearm sales, not just retail sales, by requiring applicants to complete forms and obtain authorization from the Commissioner of Emergency Services and Public Protection.

Implements a two-week waiting period from application date until the Commissioner provides an authorization number, during which no firearm sale, delivery, or transfer may occur.

Exempts certain transfers from background check requirements, including sales between family members (parents, spouses, children, siblings, grandparents, grandchildren), transactions between federally-licensed firearms dealers, and sales to permit holders, military personnel, and hunters with valid licenses.

Requires transferors to send receipts to the Commissioner and local police within 24 hours of sale, containing transferee name, address, date and place of birth, firearm details, and serial number.

Effective date of July 1, 2013 for all provisions amending sections 29-37a, 53-202g, and 53-202aa of the general statutes.
