Amends section 2-33a of the general statutes to redefine "increase in inflation" as the increase in the consumer price index for urban consumers during the preceding twenty-four-month period ending December 31st of the year before the applicable fiscal year, based on U.S. Bureau of Labor Statistics data.

Redefines "general budget expenditures" to mean expenditures from appropriated funds authorized by public or special act of the General Assembly.

Excludes from "general budget expenditures" payments for principal and interest on bonds, notes, or other evidence of indebtedness.

Excludes from "general budget expenditures" expenditures pursuant to section 4-30a of the general statutes.

Implements the constitutional spending cap requirements established in article third, section 18 of the Connecticut Constitution.
