Repeals and replaces Section 31-3kk to require the Labor Commissioner to administer incumbent worker training programs, with implementation by regional workforce development boards, effective July 1, 2013.

Requires the Labor Commissioner to submit annual reports to the General Assembly's commerce and labor committees by October 1, 2015, and annually thereafter, detailing expenditures and program outcomes.

Appropriates $500,000 to the Labor Department for each fiscal year ending June 30, 2014 and 2015 for incumbent worker training programs, with 21st Century Jobs program funds included in this account.

Appropriates $1,500,000 to the Department of Economic and Community Development for fiscal year ending June 30, 2014 to fund operations of the Consortium of Connecticut Art Museums.

Appropriates $10,000,000 to the Department of Economic and Community Development for fiscal year ending June 30, 2014 to provide a grant-in-aid to Preston and Norwich for remediation and redevelopment of the Norwich State Hospital property.
