Repeals and replaces Section 38a-1084 to enumerate 25 specific duties of the Connecticut Health Insurance Exchange, effective from passage.

Requires the exchange to administer coverage for qualified individuals and employers, operate a toll-free hotline, maintain a website with standardized plan comparisons, and publish administrative costs including waste and fraud losses.

Mandates the exchange screen applications for Medicaid, CHIP, and other public program eligibility, coordinate with the Department of Social Services, and provide calculators showing actual coverage costs after tax credits and cost-sharing reductions.

Establishes requirements for selecting and funding Navigators to conduct public education, distribute impartial information, facilitate enrollment, and provide culturally and linguistically appropriate services to underserved populations.

Requires annual financial reporting to state officials and the General Assembly, restricts use of administrative funds for retreats and excessive compensation, and mandates annual reports on adverse selection effects with legislative recommendations.
