Renames the "Connecticut Commission on Business Opportunity, Defense Diversification and Industrial Policy" to the "Commission on Connecticut's Future" and reorganizes its membership structure.

Replaces two service-related business member seats with representatives from peace and environmental organizations, and adds two manufacturing union representatives recommended by the Connecticut AFL-CIO.

Requires the commission to prepare a report on Connecticut's economic renewal by December 1, 2014, addressing manufacturing job growth, educational alignment with manufacturing, and conversion of defense industries to civilian and environmentally-sustainable production.

Expands the commission's advisory duties to include evaluating legislation affecting the state's economy, reviewing strategies for defense industry conversion, and providing a public forum for business issues.

Establishes that all non-ex-officio member terms expire June 30, 2013, with new two-year terms commencing July 1, 2013, and requires the chairperson to call a meeting by October 1, 2013.
