Permits traffic authorities in cities, towns, and boroughs to authorize golf cart use on local streets and highways under their jurisdiction during daylight hours only.

Requires golf carts to be equipped with an operable horn meeting general statutes section 14-80 requirements and a flag positioned to make the cart visible to motor vehicle operators.

Restricts golf cart operation to streets and highways with posted speed limits of 25 miles per hour or less.

Requires golf cart operators to carry a valid motor vehicle operator's license while operating the vehicle.
