Secretary of the State, in consultation with the Military Department, must select a method by October 1, 2013 for military members overseas to return ballots in elections and primaries held after September 1, 2014

Method must be available to armed forces members expecting to be outside the U.S. and District of Columbia on election day, as well as their spouses and dependents living where the member is stationed

Selected method must maintain ballot security and privacy of information while ensuring ballots are received by the appropriate municipality before polls close on election day

Secretary of the State must submit a report by January 1, 2014 to the joint standing committees on elections and veterans' and military affairs describing the method and any necessary legislative changes for implementation
