Department of Children and Families shall establish a program to address developmental needs of children 36 months or younger who are substantiated abuse/neglect victims or subjects of differential response assessments, effective October 1, 2013.

Department must screen eligible children twice annually using evidence-based assessments including physical examinations, social-emotional evaluations, and questionnaires.

Children found to have developmental or social-emotional delays must be referred to the birth-to-three program; those ineligible shall be referred to Help Me Grow prevention program or similar department-approved program.

Department must submit annual reports to the joint standing committee on children starting July 1, 2014, including: number of substantiated abuse/neglect victims under 36 months, number served through differential response, percentage receiving evidence-based assessments, and percentage receiving developmental support services.
