Adds the high school consolidation project for Enfield High School and Enrico Fermi High School to the 2013 priority list for school building grants, notwithstanding existing state regulations limiting priority list additions.

Makes the consolidated high school project eligible for state grant commitment consideration, provided Enfield submits an application by June 30, 2013.

Requires the project to meet all other requirements under Connecticut General Statutes Chapter 173 and regulations adopted by the State Board of Education and Department of Construction Services.
