Immediately suspends the earned risk reduction credit program and amends it to prevent inmates convicted of certain offenses from earning credit through the program

Prohibits inmates not currently earning risk reduction credit in the program from earning credit going forward

Requires the Commissioner of Correction to review the program to identify additional methods for strengthening it in the interest of public safety

Requires the Commissioner of Correction to report review results and recommendations to the joint standing committee of the General Assembly with jurisdiction over judicial matters
